How to File a Property Tax Appeal with LA County

The Assessor’s Office is proactively performing a decline-in-value review of properties in areas affected by the Aliso Canyon Gas Leak.

Property owners may file a Decline-in Value Review Application, form RP-87, with the Assessor between July 2, 2016 and November 30, 2016. The form will be available online between July 2 and November 30. The claim form may also be requested via email at helpdesk@assessor.lacounty.gov or by calling (213) 974-3211. It may also be requested in person at the local district office:

Property owners may also file an Assessment Appeal Application (Form AAB100), for a decline-in-value with the Assessment Appeals Board. The Assessment Appeals Board is an independent agency, separate from the Assessor’s Office. The Assessment Appeals Board was established to decide on property assessment disputes between the property owner and the Assessor. Filing a formal appeal protects the property owner’s appeals rights.

The open filing period is July 2, 2016 to November 30, 2016. There is a scheduling backlog of cases at the Assessment Appeals Board. Any decline-in-value reduction granted by the appeals board is only good for one year (the year filed). For additional information call (213) 974-1471.

Essentially, property owners may have their assessment reviewed three times: (1) Proactive review by Assessor’s Office, (2) File a Decline-in-Value Review Application, with the Assessor’s Office, and (3) File an Assessment Appeal Application (Form AAB100) with the Assessment Appeals Board.
