Traffic Control Procedures for The

Disbanding Area

To ensure a safe area for parents to pick up their children at the disbanding area, it is necessary to control both west and south bound traffic at the intersection of Zelzah Avenue and San Jose Street. The plan will involve the use of all lanes of Zelzah Avenue between San Jose Street on the north and Hiawatha Street (and the northern most driveway of First Presbyterian Church).

  1. The turn lanes on Zelzah Avenue from Hiawatha Street to Chatsworth Street will be kept open for emergency vehicles.
  2. Blockades will be needed at the northern driveway (east side of Zelzah Avenue) of First Presbyterian church to the turn lanes.
  3. Blockades will be needed from the west side of Zelzah Avenue at Hiawatha Street o the turn lanes.
  4. A VCP member will be stationed at the intersection of Zelzah Avenue and Hiawatha Street o keep traffic (except emergency vehicles) from driving north on Zelzah Avenue.
  5. A VCP member will be stationed at the northern most driveway of First Presbyterian Church to ensure that all traffic leaving the Church drives south on Zelzah Avenue.
  6. The parking lane and the number 2 lane of traffic on the east side of Zelzah Avenue will be used for parents to park and pick up their children. Space will be left between cars to allow them to leave once they have picked up their children (similar to stacked parking at Disneyland and the Hollywood Bowl).
  7. 4 VCP/VST members will control traffic at the intersection of Zelzah Avenue and the northern most driveway of First Presbyterian Church to direct parents where to park. They will also assist them in leaving the stacked parking area.
  8. 2 VCP/VST members will control traffic at the intersection of Zelzah Avenue and San Jose Street. They will ensure that all west bound traffic pulls into the parking lanes or are directed out of the area. Traffic will be stopped to allow parade participants (equestrian units) to head east on San Jose Street.
  9. School busses will be parked along the curb on the west side of Zelzah Avenue from Hiawatha Street to San Jose Street.

Sincerely

John V. Ciccarelli
